Added new multi language STI buttons for multiplayer. They need to be translated to the current language version. Only German is currently translated

- added new NPCdata/064.npc for Slay, so he can be easily recruted by giving him the disk from carmen
- added SIRTECHSPLASH.STI, so the map editor can be started on russian and german version
