To open the the AI Viewer Dialog press F12 in Strategy Screen. This only works in Debug Version.

AI Viewer dialog is opened by switching to the Strategy screen and pressing F12.
Quest Debug System dialog is opened by switching to the Tactical screen and pressing F11.
This only works in the Debug Version.
