-removed laser sight and lam-200 from possible oicw attachments, since it already has a built-in laser sight

Browse Source 
-gave the oicw a 3-rd burst (instead of 2-rd) so it doesn't suck so badly
-added a burst penalty to the auto-rocket rifle (it was zero before!)
