silversurfer 4736b8b877 modified enemy and militia gun progression (by Lev Arris): ...

- Admins are some kind of militia to keep the people in line. They have very basic and old weapons.
- Regulars now have proper army equipment, mostly WP guns. No pistol only army anymore.
- Elites bring their own weapons of choice which is much better than anything else in Deidranna's army.
