preparation for new dirt/repair system:
- new option "CLEANING_RATE_DIVISOR" in Ja2_Options.INI 
- removed options "DIRT_SYSTEM", "FULL_REPAIR_CLEANS_GUN" and "SECTOR_DIRT_DIVIDER" as they are not used anymore
