Sevenfm a8bace71fc Rebel command balancing (by rftr): 
- most admin actions' effectiveness now scale with town loyalty
- added the ability to spend supplies to raise town loyalty
- fixed arc website dropdown issues
- minor code cleaning in Rebel Command.cpp
