gfEnteringMapScreenToEnterPreBattleInterface, gfAutomaticallyStartAutoResolve
and gfDelayAutoResolveStart are now file-static in PreBattle Interface.cpp
(the latter's definition moved here from Strategic Movement.cpp). External
access goes through accessors declared in the header; PBI.cpp touches the
statics directly.
Accessors exist only where an external caller needs one:
AutomaticallyStartAutoResolve() getter (read in Town Militia,
gamescreen, Player Command); SetAutomaticallyStartAutoResolve (set in
Creature Spreading, strategicmap); SetDelayAutoResolveStart (set in
Strategic Movement);
SetEnteringMapScreenToEnterPreBattleInterface (set in strategicmap).
gfEnteringMapScreen stays a raw cross-read into mapscreen state, not
PBI-owned. No behavior change: getter returns BOOLEAN.
Verify: grep the three flag names across the tree hits only PreBattle
Interface.cpp (three static defs, four accessor bodies, and in-file
Handle/reader access). No header externs, no external raw refs. Build: JA2.

gfPreBattleInterfaceActive and gfUsePersistantPBI are now file-static in
PreBattle Interface.cpp, reached only through Is/Set accessors declared in
the header. No behavior change: getters return BOOLEAN so ==TRUE/==FALSE
sites are untouched semantically.
Verify: grep 'gfPreBattleInterfaceActive\|gfUsePersistantPBI' across the tree
hits only the two static definitions, the four accessor bodies (all in
PreBattle Interface.cpp), and two commented-out Asserts in Strategic
Movement.cpp. Every other former site now calls an accessor. Build: JA2.

UseCreatureMusic( HostileZombiesPresent() ); was overriding the music mode set in PrepareCreaturesForBattle() when encountering crepitus or being in the creature caves, resulting in regular tense and battle music being played.
As per the old comment, even though the field value is updated partially according to whether there are known enemies present or not, it's not used for anything.

The values end up being squared anyways making these unnecessary
The previous check didn't take group team into account, so it was possible for a simultaneous battle to be triggered by an enemy group moving into a friendly sector
* Allow game to continue after offering to surrender to enemies
* Fix issues related to surrender and POW quests
- Quests were ended prematurely if one had prisoners in both alma and tixa
- Strategic status flags for rescue/escape were not set properly
- Only the maximum amount a prison can hold will be taken as POWs, rest of the mercs will either escape or have to fight to the death, to prevent a player having unrescuable POWs
- Capturing a mercenary had a lot of functions called that should not have been, IF the merc is not going to be captured after all
* Switch all tactical surrender calls to use one unified function
* Only mercs that are capable can escape
Incapacitated mercs left behind will die.
Should probably prioritize incapacitated mercs to be captured by the enemy to prevent needless deaths

- <InfectionChance_WOUND_FIRE> can cause infections when taking fire damage
- <InfectionChance_WOUND_GAS> can cause infections when taking non-fire gas damage
- <fSpecialFlagLimitedUseArms> causes the infected to be unable to use one arm
- <fSpecialFlagLimitedUseLegs> causes the infected to be unable to run, and walk and travel slowly
- JA2_options.ini option DISEASE_SEVERE_LIMITATIONS controls whether <fSpecialFlagContractDisability>, <fSpecialFlagLimitedUseArms> and <fSpecialFlagLimitedUseLegs> are used
