Wanne 19f1b82c84 Driveable Vehicles Tanks Update (by Ocular) ...

- New ja2_options.ini entry: TANK_MINIMUM_PROGRESS
- This defines the progress (0-100), when the enemy can use tanks for attacks and patrols
- For Data-1.13, the progress value is set to 30.
